EESSH Target Reporting


The Energy Efficiency Standard for Social Housing was launched in March 2014 with aims to improve energy efficiency and reduce energy consumption, fuel poverty and the emissions of greenhouse gases (Scottish Government website – It requires housing associations and social housing providers to achieve SAP Rating targets for a specific property and fuel types by 2020, with new targets being set up to 2050 – in line with the EU’s EPBD.

  • Demonstrating how to make homes more energy efficient with a dynamic and practical approach
  • Providing a better understanding and more accurate information about EPCs in order to enable planned and cost-effective programmes of energy efficiency improvements – to and beyond minimum EESSH compliance. This helps cut both CO2 emissions and energy bills
  • Clients achieve better EESSH compliance with an informed four-staged approach, which provides bespoke recommendations and cost options to meet the stipulated deadline of 31st December 2020

An example:

Stage 1 – Site work & EPC production

  • On-Site survey work to provide new ‘Base-line’ RdSap 2012 (v9.93) energy assessments for dwellings pre-identified as either having failed or suspected of failing EESSH target. Any new assessment found to be above the minimum ‘points threshold’ – giving a pass – will be lodged, registered and a new EPC produced (lodgement will only be done after consultation with client)

Stage 2 – EESSH Reporting/Recommendations & Cost Options Research

  • Design and build a database around those dwellings that have now been established as failing EESSH. Document point scores & banding against ‘Target for Compliance’. List all recommendations and suggestions for energy efficiency improvements that could plausibly and economically be installed as part of an energy improvement strategy. This would principally be established via a combination of energy performance report and specific U-value interpretation, together with realistic/appropriate options
  • Consider each individual improvement option, re-running every one systematically
    through the Elmhurst S.A.P Software – giving incremental points increases. Provide new EPC reports for all failures using the recommendations and energy efficiency improvements selected for installation (from cost options menu) in order to ultimately demonstrate that these measures would now ensure compliance once installed within the dwelling
  • Research documented cost options to provide a pricing structure against each specific energy improvement
  • Present findings and look into funding possibilities (if available)

Stage 3 – Install energy improvement measures

  • Housing Association/ Local Authority to commission energy improvement install

Stage 4 – Production of new EPC’s post install

  • Partial on-site re-survey of EESSH failures once energy efficiency improvement
    measures have been installed/ carried out. This is to establish new documentation
    and photographic evidence required in order lodge, register and produce new EPCs
  • Ultimate aim – Full 100% compliance with EESSH
